International Seminar “NATO-led Operations: decision-making process

The international seminar “NATO-led Operations: decision-making process (in the New Strategic context)”. The seminar will be holding on the 28 of September in Conference-hall, 93, K. Marks Avenue, Building of Trade Unions in Dnipropetrovs'k. The project will be implemented in cooperation centers of Euro-Atlantic integration of Ukraine under the NATO Information and Documentation Center in Ukraine.

During the NATO’s Summit in Lisbon on November 19-20 will be adopted a new Strategic Concept. One of the main reasons for the need to update NATO's future course is to improve of the decision-making process for NATO-led operations. Thus, the seminar is planned as a simulation of the Session of the North Atlantic Council which is facing the task to decide about need to launch crisis-management NATO-led operations (on the imaginary crisis in an imaginary region).

Project goals:

  • to analyze the situation prevailing in the imaginary region, determine its conditions, causes and possible consequence for NATO security;
  • to analyze the new Strategic Concept of NATO about decision-making concerning operations and missions;
  • to consider the priorities of each member in accordance with national legislation and strategic security documents;
  • to examine the situation in the imaginary region and determine the character of the crisis, and the position of the countries concerned and the NATO’s members;
  • to determine comprehensively factors that influence the development of the crisis;
  • to outline the best and possible ways to management the crisis;
  • to decide to engage (or not) NATO and further procedure;
  • to make draft document of UN resolution;
  • to formulate of the NATO's decision and in case of positive  determine undertaken initial steps within the framework of NATO-led operations.

Seminar “NATO-led Operations: decision-making process” is planned for one day. During the day three sessions will be conducted.

Seminar will be held in a format of the North Atlantic Council meeting. During the first session participants will discuss characteristics of the region: geographical location, political and socio-economic situation, foreign policy and international relations, the security and defense sector, the armed forces.

In addition, the preconditions, reasons of the crisis appearance will be discussed and analyzed.  Eventual consequences that could happen will be considered. Situation from the beginning of the crisis to it further development (affecting to NATO States security) will be simulated. Proposal on initiating of early consultations (according to the Article 4 of the North Atlantic Treaty) on deterrent and defensive measures in relation to a possible threat and possible discussion on starting NATO’s operation to manage crisis will be submitted. NATO Secretary General at that point invoked the “silence procedure”. Under the silence procedure any NATO member who sates its objection to the request, sending to NATO Secretary General a formal letter to argument its opposition.

The second session will include discussion on NATO member countries positions on the current situation in the crisis region and NATO necessity to interfere the crisis region.

The third session will simulate a consultation process among the NAC members.

During the fourth session all "members" will have to make the NATO Statement on crisis (NATO-led Operations or other activities for crisis management).
