It was identified and analyzed the basic preconditions, causes and factors of influence that led to the need to adopt and implement this strategic document. It was examined essence of the Comprehensive Political Guidance and documents its implementation, which providing control mechanism. The conclusions about the effectiveness of implementation of Guidance and its impact on the decision on the feasibility and relevance of formation a new Strategic Concept NATO were made.
