At the 2002 Prague Summit, NATO leaders, recognising the threat to critical infrastructure from terrorism, directed that the NATO Cyber Defence Programme be implemented. The NATO Communication and Information Systems Services Agency (NCSA) is NATO’s first line of defence against cyber terrorism.
